此獎學金由私隱專員公署與香港大學法律學院共同成立，鼓勵法律系學生關注個人資料私隱的課題。
每年，參加者於負責老師的指導下，必須提交一篇有關個人資料私隱法例(不少於四千字及不多於一萬字)的英文文章。
