此奖学金由私隐专员公署与香港大学法律学院共同成立，鼓励法律系学生关注个人资料私隐的课题。
每年，参加者于负责老师的指导下，必须提交一篇有关个人资料私隐法例(不少于四千字及不多于一万字)的英文文章。
