Privacy Commissioner Advocated Ethical Development and Use of Artificial Intelligence at the 56th Asia Pacific Privacy Authorities Forum
The Privacy Commissioner for Personal Data, Hong Kong (Privacy Commissioner), Ms Ada CHUNG Lai-ling, attended the 56th Asia Pacific Privacy Authorities (APPA) Forum held virtually from 1 to 3 December 2021.
Major themes discussed at the APPA Forum included the following:

Development and use of Artificial Intelligence (AI);

Legislative developments in the protection of privacy;

Privacy issues arising from the COVID-19 pandemic and virtual health care;

Cross-border data flows; and
-
Guidance and enforcement.
In the topical session, the Privacy Commissioner delivered a presentation to advocate the principles and good practices recommended in the “Guidance on the Ethical Development and Use of Artificial Intelligence” issued by the Office of the Privacy Commissioner for Personal Data, Hong Kong, in August 2021.
The Privacy Commissioner said, “AI is a double-edged sword. While the use of AI has enabled significant improvements in efficiency and economic growth, such use also brings with it personal data privacy and ethical risks. I appeal for the accountable and ethical development and use of AI and organisations should be respectful, beneficial and fair to their stakeholders in the process.”
In the discussion session on legislative developments, the Privacy Commissioner explained the scope of the Personal Data (Privacy) (Amendment) Ordinance 2021 to APPA members, including the two-tier structure of doxxing offences, the new criminal investigation and prosecution powers of the Privacy Commissioner and the Privacy Commissioner’s power to issue cessation notices to request the removal of doxxing messages.
Founded in 1992, APPA is the principal forum for privacy and data protection authorities in the Asia Pacific region to strengthen cooperation, discuss best practices and share information on privacy regulation, new technologies and the handling of enquiries and complaints related to privacy. The 56th APPA Forum was hosted by the Office of the Information and Privacy Commissioner for British Columbia, Canada.
