Response to media enquiry on doxxing figures involving Legislative Council security personnel


Thank you very much for your enquiry about the media statement entitled “Privacy Commissioner Condemns Doxxing Legislative Council Security Personnel” issued by the office of the Privacy Commissioner for Personal Data (PCPD) on 10 May 2020. Our response to your enquiry is as follows:

“With regards to the press release sent by PCPD today about the doxxing of the Legco security personnel, we would like to ask some follow up questions:.
  1. How many cases have PCPD found?
  2. Have any of the personnel involved lodged a report or a complaint with the PCPD?
  3. How will the PCPD help them if they lodge a complaint?”

Answer: Question 1
  • As of 10 May 2020, the PCPD has found five web links concerning doxxing of LegCo security personnel.

  • As of 10 May 2020, the PCPD has received no complaints from the security personnel.
Answer: Question 3
  • The PCPD will urge the doxxers to stop immediately and write to urge the social media platforms concerned to take down the doxxing postings without delay.
  • As the PCPD is not vested with criminal investigation and prosecution powers, the PCPD will refer cases having prima facie evidence of contravening section 64 of the Personal Data (Privacy) Ordinance to the Police for follow-up on criminal investigation and for prosecution (if warranted) by the Department of Justice.
  • Besides, the PCPD will refer cases involving suspected violations of the interim injunction order (HCA 2007/2019) to the Department of Justice for follow-up. (For details of the interim injunction order, please refer to the last paragraph of the abovementioned media statement.)
  • The PCPD will continue to conduct online patrol and monitor the development so as to take actions in a timely manner.
