Response to media enquiry on the media statement entitled “Legal Issues relating to Personal Data involved in Government’s distribution of Reusable Masks” issued by the PCPD


Thank you very much for your enquiry on the media statement entitled “Legal Issues relating to Personal Data involved in Government’s distribution of Reusable Masks” issued by the office of the Privacy Commissioner for Personal Data (PCPD) on 7 May 2020. Our response is as follows:

“It says the PCPD has received “more than thirty enquiries and complaints from members of the public, netizens, professionals and the media about the online registration system concerned.”
  1. Can you explain more clearly exactly how many were complaints and how many were enquiries about the online registration system for masks?
  2. Also, can you explain what the complaints are about specifically?”

Answer: Question 1
  • As of 7 May 2020 12:00 noon, the PCPD received 24 complaints and 12 enquiries about the online registration system concerned.

  • The complainants were mainly concerned whether personal data collected by the Government would be used for other purposes and questioned whether it was necessary to collect the requisite personal data. Some of them alleged that the information provided in the Personal Information Collection Statement or Privacy Policy Statement in the online registration system was lacking in detail.
  • Most of the enquirers questioned whether it was necessary for the Government to collect the requisite personal data.
