Privacy Commissioner for Personal Data, Hong Kong, Ms Ada CHUNG Lai-ling, attended the conference of the 54th Asia Pacific Privacy Authorities (APPA) Forum held virtually from 8 to 10 December 2020.
The discussions of the APPA Forum focused on the following themes:
In the sharing session on member authorities’ latest developments, Ms Chung delivered a presentation on “Online disclosure of personal data for doxxing purposes in Hong Kong” to report on the surge of doxxing activities in Hong Kong since June 2019 and the various actions taken by the Office of the Privacy Commissioner for Personal Data, Hong Kong (PCPD) to tackle the problem. Ms Chung appealed for international collaboration and co-operation in combatting doxxing.
In the session on reflections and lessons from the responses to COVID-19, Ms Chung also provided an overview of the contact tracing measures implemented by the Hong Kong SAR Government and spoke about the measures from the privacy protection perspective.
Also attending the conference was Deputy Privacy Commissioner for Personal Data, Hong Kong, Mr Tony LAM Chik-ting. Mr Lam shared with the participants efforts made by the PCPD to help the community tackle the privacy and security challenges of working remotely during the pandemic, such as issuing guidance notes to provide practical advice to organisations, employees and users of video conferencing software to enhance data security and the protection of personal data privacy under work-from-home arrangements.
Formed in 1992, APPA is the principal forum for privacy and data protection authorities in the Asia Pacific region to form partnerships and exchange ideas about privacy regulation, new technologies and the handling of privacy enquiries and complaints. The 54th APPA Forum was hosted by the Office of the Victorian Information Commissioner, Australia.
