Response to the media enquiry on the figures of doxxing and cyberbullying cases

The Privacy Commissioner for Personal Data, Hong Kong and his team have been impartially discharging their duties and proactively following up on all doxing and cyberbullying cases in recent months. From 14 June to 18 September (12:00 noon) 2019, the office of the Privacy Commissioner for Personal Data (PCPD):

  • received, and proactively found and examined 1,502 related cases (with 1,376 complaint cases and 126 enquiries). Of the 1,376 complaint cases, 58% are related to government officials, family members of the Police, community leaders and other citizens, and 42% are related to police officers.
  • referred 952 cases to the Police for criminal investigation and consideration for prosecution;
  • has written 49 times to 10 online platforms to urge immediate removal and suspension of uploading relevant posts;
  • has set up a special team to search for illegal posts;
  • has requested the related platforms to remove a total of 1,148 web links, of which 532 links (representing 46%) have already been removed. The PCPD will continue to request the related platforms to remove the other links and will continue reviewing those platforms.
  • as some of the platforms involved are operated and managed from outside Hong Kong, the PCPD has liaised with relevant overseas privacy enforcement authorities and the relevant office in Hong Kong to enlist their assistance and advice.
