Existing and planned measures on the promotion of racial equality
The mission of the Office of the Privacy Commissioner for Personal Data (PCPD) is to secure the protection of privacy of individuals with respect to personal data through promotion, monitoring and supervision of compliance with the Personal Data (Privacy) Ordinance (PDPO).
Services Concerned |

Members of the public and/or public and private organisations can make enquiries, complaints and/or applications for legal assistance to the PCPD in relation to personal data privacy.

The PCPD promotes personal data privacy protection and respect through different channels; conducts training for organisations and individuals on the requirements under the PDPO; and manages work relationship with stakeholders.

To ensure that our services can be easily accessible by the public irrespective of their racial background, measures have been taken to overcome the language barrier in the provision of the service.

Existing Measures |

Our services are neutral with regard to race and are delivered in two official languages (Chinese and English).

Information on protection and respect on the personal data privacy is available in the PCPD’s website in two official languages (Chinese and English). Moreover, all the codes, guidelines, information leaflets and booklets available to the public are published in these two official languages.

Interpretation service will be arranged where necessary and appropriate through Centre for Harmony and Enhancement of Ethnic Minority Residents (CHEER). CHEER provides telephone interpretation services in eight languages, namely Bahasa Indonesia, Hindi, Nepali, Punjabi, Urdu, Tagalog, Thai and Vietnamese.

The PCPD had drawn up work procedures for provision of language services to service users and would ensure all staff (especially frontline staff) are aware of the language services policies; and are familiar with the prescribed work procedures. The PCPD would provide staff with timely direction and assistance whenever necessary.

Training are arranged for staff to enhance their awareness of, and sensitivity to, racial equality.

The PCPD collects information on “the need for interpretation/translation services” and “preferred language” of service users who need interpretation/translation services in order to assess the impact of our policies and measures on racial equality, and enables continuous improvement of service provision. A data collection statement will be provided to the service users before collecting the relevant data.

Racial equality has been included in the Staff Code of Conduct to ensure good practices at the workplace.

The PCPD will arrange translation and interpretation services in education talks and/or seminars as necessary.

Mobile devices installed with instant translation applications are available for staff to facilitate communication with people of different languages (including Bahasa Indonesia, Hindi, Nepali, Punjabi, Urdu, Tagalog, Thai and Vietnamese).

The PCPD website has provided the contact information of CHEER in eight languages. People of diverse race can obtain the required information through CHEER.

The PCPD has assigned a designated officer to render internal support to duty officers and frontline staff who provide enquiries/complaint services to people of different races.

If people of diverse race have any questions about the PCPD’s services, please contact CHEER for telephone interpretation services.
Upon receiving your call, CHEER’s interpreters will set up a three-way conference call enabling you to communicate with the PCPD. The operating hours of the interpretation services are Monday to Sunday from 8am to 10pm, except public holidays.
